It seems to me that you’re using the default tpl (used when none is specified)
This tpl contains the [+summary+] placeholders which requires the summary extenders to be displayed

So your call should contain the &extenders=`summary` param

The default template does not contain [+summary+], rather it contains [+introtext+] which is the field marked "Summary (introtext)" in the manager. If that field is left empty, then nothing will display for content.
