Currently not out of the box, there is a patch waiting so hopefully in future versions it will be fixed. Until then there is a simple solution, see here:

The site that I previously gave you a link to uses hebrew urls for some of its pages, for example:
          http://www.bikes4all.org.il/he/about/articles/מועדון_אופניים_חדש_באופקים.html

Make sure that you got friendly urls working before messing around with hebrew ones.
To get hebrew urls working you need to add the php setlocale line and change the Transalias plugin settings (it should already be included in the default modx install).
          My Transalias settings are:
          Trans table: utf8
          Restrict alias to: Legal characters

Let me know if you have any problems.

            Hi,

            1. Since I am new with modx, please guide me exactly where to change this in the modx backend.

            2. Another question regarding DB with hebrew, I set it to utf-8, but what should i set the collation to so that i dont have any problems with hebrew?

            3. How can i create a website in two languages? for example, about us in english and about us in hebrew?

            thanks again..
