always show submenu bar

I am creating a website with a 2 level menu.

The menu works fine now.
But how can you make the submenu bar always visible, even if it hasn’t got any subitems?

example of the site:
...

hover over NIEUWS and you will see the submenu.
I want to have this bar visible all time.

because if you click an item in the submenu. The submenu bar, will go over the content.
