That is correct; it should be the entire list of "direct" parents based on the depth you are querying. Select where parent in 1 will only get direct parents of 1, so in order to get the children of 26, 10, and 24, they have to also be listed.

Perhaps the Resources are hidden from menu or not published?

Good hint, Jason: I had not noticed that getResources by default only returns resources that are not hidden from menus... Got it working with this call: [[!getResources? &parents=`[[*id]]` &tpl=`teaser` &includeContent=`1` &showHidden=`1`]] even when they are hidden.
