The file is cached by Modx if cashing is enabled. In order to see the css changes you need to clear the modx cache

Looks interesting but the download page seems to be broken.

Seems that the package is broken.

It seems that the MinCss solution is not really that good as the browser might not cache the minified css and because modx takes some time to combine all those css file, minify them and serve them to the server.

Here is a discussion on MinJs which does the same for javascript files.
