Double check the name of the database as reported in cPanel and the name of the DB user. Often, they won’t be what you entered because the host will add a prefix.
In Setup, be sure to use localhost as the server and to use the username and password of the DB user you created -- not your MODX or cPanel credentials.

I finally made it through the hoop! For database name I was using the "db name" rather than the "short acct name_db name". Now for developing the site.
