Just put that inside a snippet:
if($pub_date > 0 ) {
$timestamp = $pub_date ;
} else {
$timestamp = $modx->documentObject['editedon'];
}
return strftime("%d-%m-%Y %H:%M:%S", $timestamp);
and call it whatever you want...
