Folder - Good practice

Is it good practice to make folders effectivly blank for organising pages into sections or does it make no difference if the folder is also a page that can be accessed just like any other page?

Whatever serves the purpose.

A folder is just a page that contains other pages.

What I do is put a DropMenu snippet on each folder (whether or not they can be seen) with the start id being the current page [*id*]. Then just in case a visitor or search engine stumbles across everyones happy!
