Error msg when executing /install/index.php for first time

Have installed 0.9.6.1 on apache server, but not at root directory level. Created the database via cpanel. I get this error when executing the install directory index.php:

Invalid install action attempted. [action=language]

All permissions are set as indicated in the wiki install for MODX.

Any ideas anyone? What other information do you need to troubleshoot?
