weird configuration warning after update to 0963 on windows

I’m getting an empty configuration warning after update to 0963 from 0963RC1. See attached picture

Any ideas?

Initially I had some problems with permissions for the config file. I finally managed to install.

EDIT: I also checked the permissions for the config file. They are 0444. What could trigger the display of the warning icon?
