Can you create custom resource UI's?

Hello,

I am wondering if it’s possible to create a custom resource UI. I am currently writing a snippet that will output a series of featured product div blocks for the homepage. Each item needs a Title, Description, Image, Start Date, End Date and Publish[bool]. I know I can create new resource with the necessary TVs as a child of my homepage then make a snippet call on the layout passing the parentID that it would use to output the children formatted how I need them; But I would like to have it so when a user creates a new "featured resource" the unnecessary fields like menu name and the editor are hidden. Exactly like the Weblink, maybe even to the extent it’s in the left pane as a icon and right click item. Is this possible?
