Content-Type selection only possible for admin id 1?

I just came across a strange thing in the manager:

A manager-user (not id 1) doesn’t see the drop-down menu "content-type" in the 2nd edit-document tab.

I looked at the role definition for that particular manager-user, but I didn’t find anything related. Note: I don’t need him to be able to define his own custom content-types. But he should be able to select either text/html, text/xml or text/plain. Why is that choice invisible/blocked? How can I make it available for that user? He should be able to choose template = blank and just use his own HTML/CSS/XML in there in a few select places, without having to create a new template first. It would be overkill for these few instances.

Any hacks, tricks out there?

Now why would this be limited to the main Administrator role?

For those coming across this thread looking for a way to give non-Admins access to the content type value:

Within ’manager > actions > mutate_user.dynamic.php’, line 842, you can change the default ’admin-only’ access as follows:
