Will Modx allow usergroups that can edit and publish content to a single page

I’ve got a friend who is looking for a CMS that will "allow me to create usergroups and give them permission to edit and publish content to a single page." Will Modx allow this? I wasn’t sure. He said Joomla wouldn’t allow this.

Sure.You can do that. If you have a LOT of users all doing ONE page then it might get a bit cumbersome, but it is possible.
