Incorrect "Publish" Date when Time is Not Specified

I just posted the following bug report, but I wanted to post here to see if anyone else has noticed this:

When creating/editing a document in the Manager interface, if a date is entered without the time (i.e. "DD-MM-YYYY" instead of "DD-MM-YYYY HH:MM:SS"), the date that is actually stored is "31-12-1969 18:59:59" regardless of the date that was actually entered into the field.

Just noticed that I didn’t specify (expect in the topic title), but I was referring to the "Publish Date" field.
