Does anyone have any documentation on this snippet? I think it would be a really cool feature for my site but I cant find any documentation regarding this. Any help would be much appreciated.

NewsPublisher is obsolete and unmaintained. It was once part of the core distro but no longer. QuickManager+ and Front End Document Manager are more current. There is a fragment of docs here:
