For activate Log visits (stats) Tools-->Configuration-->Site

If i’m not mistaken the statistics were removed in 0.9.5 as they were unwieldy. There were a few replacement options such as pwink, google analytics, and mint (?).

The setting is left for plugins that might want to use it.
