The "REDIRECT_REFRESH" is supposed to insure that pages with dynamic content are reloaded. I think there’s an error in the $modx->sendRedirect() code that apparently doesn’t bother the other browsers:
if ($type == 'REDIRECT_REFRESH') {
$header= 'Refresh: 0;URL=' . $url;
}
Should be:
if ($type == 'REDIRECT_REFRESH') {
$header= 'Refresh: content=0;URL=' . $url;
}
You might try making that change and see if it fixes things with FF. That way the pages would still be refreshed.
If it works, would you please file this on Jira via the bugs and requests link at the top of this page?
I’m experiencing this problem as well. FF 3.5 Vista Home Premium.
Has a fix been identified for this yet?

I think weblogin has all functionality need but perhaps I should switch to WebloginPE?
update: my client has FF3.5 Win XP he does not see this problem.

It’s hard to say. Every browser takes a slightly different approach to parsing things, so it could be.
