TinyCME 3.1.0.1a

I just upgraded to the lasted tinycme but when I go look at it, it looks just like the old version!!!! I want to look like the
advance full version looks here (http://wiki.moxiecode.com/examples/tinymce/installation_example_02.php) but cant figure out how to get it done
