Is it possible to publish over the same article (i.e. replace the latest article) rather than creating a new document everytime someone uses News Publisher?

I take that back. That’s the landing page after the doc has been published. So back to square one. Can it be set to publish and repubilsh the same page?
I don’t know if NewsPublisher is able to do, but if you’ve got some time try the NewsEditor/NewsManager pair of snippets.
Although they have some minor bugs, they may do the job for you.
First, make a copy of the original Tpl’s and costumize them for your needs. In the manager template you should remove the ’New’, ’Delete’ etc. buttons, and rename ’Edit’ as you like.
Then in the editor template you should remove the [+Content+] and other placeholders to let the publisher get blank fields.
Also you can comment out/remove a bunch of other input fields that you don’t need.
I’m sure there are more to do but
this way the snippet will edit an existing document but users see it’s new.
