I have solved this problem
it was problem with doctype
I used in my site :
<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01 Transitional//EN">
and current modx site is using:
<!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Transitional//EN" "
http://www.w3.org/TR/xhtml1/DTD/xhtml1-transitional.dtd">
so thats way QuickEditor dont work in IE properly, because of doctype version
