Question - create form to choose language

Situation: I have a site where every page has 2 TV’s. 1- EnglishDescription and 2-SpanishDescription.

Problem: I want to have a button on every page where a user can switch between English/Spanish. How can I create a solution that would accept the form input on every page (a plugin?) thereby creating the cookie?

I have the snippet to retrieve the cookie value and publish the correct TV. I don’t want this to be a snippet because it needs to be on every page.
