How to make docs non viewable by the end user but viewab

I am using 1.0.0 Evo.
I see in my view Resouce data page under status it says
Web access: Public
Manager access: Public

I would like to make the resource set to
Web access: Private
Manager access: Public

But alas I can not figure this out. Any help?
