Folders, Document Groups, and Roles

When I choose a parent resource, the right frame now goes to Edit mode.
Talking as an editor, I don’t think it’s necessary as default, rather forbidden though.
While the common structure goes as:
Parent 1: News (created by admin)
|- News: child 1.1 (created by author 1)
|- News: child 1.2 (created by author 2)
Parent 2: Articles (created by admin)
|- Articles: child 2.1 (created by author 3)
|- Articles: child 2.2 (created by author 1)
|- Articles: child 2.3 (created by author 1)

I want to make the structure for author 1 when he logs in as:
Parent 1: News (=> default view is preview, so he can goes to View Children => Create Resource/Weblink Here)
|- News: child 1.1
Parent 2: Articles
|- Articles: child 2.2
|- Articles: child 2.3

How can I manage this?
In Template, there is an option: "Lock Template for editing Only Administrators (Role ID 1) can edit this Template."
Is there a way to make the same option to a folder? "Lock Resource for editing Only Administrators (Role ID 1) can edit this Resource."
Currently, if I set the folder’s "Document Permissions" only can be access by admin, the other users can not make any child resources because of this role.

EDIT:
I’m little bit slow finding this:
"Show protected pages" in the configuration area.
But since the default right frame goes to Edit Mode, it’s little bit weird for a publishing work flow.
2nd thought, there is no option of "Show menu by default". In my case, I need "no".
