I cannot find the system setting to change the upload/create permissions for new files and folders. Is there any at all?
At the moment all files or folders I create (with a right click at the files tree or via Resource Browser) are being set up with limited permissions [only read permissions for the group (040)]

Your umask is probably misconfigured on your PHP setup.
You can have MODx override your umask by adding these settings:
’new_file_permissions’ with a value of 0664 (or 0644)
’new_folder_permissions’ with a value of 0775 (or 0755)
