quick fix for anyone having problems with Manage User Groups and Roles page

The Manage User Groups and Roles page was not loading language strings for me, so I discovered a fix which can be done right in the manager. See [#MODx-697] for details. http://svn.modxcms.com/jira/browse/MODX-697
