Personally, I’d like the TVs on their own tab for a variety of reasons I’m too tired to list. I’d also like to leave the content of the Page Settings section alone but put it on a tab on the right. Tabs flip pretty quickly and you can publish a document by right-clicking on it in the tree if you forget. Once the document is published, you don’t really need to see that checkbox every time you edit it.
I do like your idea of tabs on the left side, though -- a lot.
I am for tabs and your comp looks really nice and easy to flip through. Personally I prefer the "published checkbox" where you have put it...visible and unobtrusive in the basic settings page.

I am having second thoughts about a separate panel for the TVs. I like the way that it is in the latest svn version (most of the suggestions implemented but tvs on a tab). Since we are expecting something like a more intuitive version of managermanager, we will be able to reorganize the rest as we like.
I generally like putting things where new users can find them if it’s not too inconvenient for me. With the TVs below the content area as before, they can be completely out of sight of the user with no clue that they are even there (if you don’t count the scroll bar). With the tab -- anyone can find them easily.
In principle, I don’t think any critical area should ever be potentially off the bottom of the screen (unless customized to be that way by the user).
