I had experienced an issue with upgrading packages after moving to a new server. There were a lot of topics that centered around this question and after upgrading Revo, checking all the cURL /fopen options, file permission settings etc. I was still getting nowhere.
I did finally come across a fix in the modx_workspaces table in the MySQL db.
in that table, make sure your path was updated correctly from the old server to the new one. Mine for instance still held the path from the old server even after the upgrade attempt. Once this was adjusted to the correct path, all is working well.
