If I set a resource to un-published it disappears from menus via wayfinder/getresources etc. but if I type in the friendly url or the domian/id the page can still be viewed.
Is this by design or a defect?

If you’re logged into the manager and have the view_unpublished Permission (as most admin policies do), you can view unpublished docs in the front-end.
Anonymous users cant. Dont use the same browser session.
