Access Permissions tab on TVs

I’m trying to parse the description here...

Select the Resource Groups that this Template Variable belongs to. Only users with access to the Groups selected will be able to modify this TV. If no Groups are selected, all users with access to the Manager will be able to modify the TV.

Does this mean "will be able to edit this TV field" (within resources that use one of the templates that use this TV)?

Or does it mean "will be able to edit the TV element itself" (change the name, input type, etc)?

I’m guessing the former.

I could be wrong, but I think it’s both. If the user has no access to the TV, it shouldn’t show up in the Elements tree or in the Create/Edit Resource panel.
