are element group access policies checked in API calls?

    If I try to use 
    $myTV->getValue($id)


    In a situation where the $myTV template variable belongs to an element group that the current manager user does not have access to, my plugin ceases to function. (It is an onDocFormSave plugin, and I get the "eternal save" phenomenon).

    Is this expected behavior? I want to hide this TV from certain users, but I want to always access it by this plugin regardless of the user. Do I need to take this TV out of the restricted element group (and use Form Customization to hide it in the resource form instead?)
