"web" context settings default to "no value" instead of system settings

Minor detail: in my Revo 2.06 traditional install, when I setup new context settings, the main "web" context settings that had the same keys as my new settings defaulted to "no value" - as in value was blank. I read in the documentation somewhere it’s supposed to default to system settings. This might screw someone else up as well at some point, so I thought it should be posted to update the documentation...

Anybody else see this or was it an anomaly?
