Not sure if this is a bug or just the way it needs to be, so I thought I would start here first before reporting.
I am needing to base my contexts on domain names. I am migrating a large system that is already domain based on what we internally call "sitetokens" the site token is based on the domain less the extension. So 66kia.com has a sitetoken of 66kia.
SiteToken = Context in modx migration
I cannot make a context of 66kia through direct api calls or manager ui.
I would hate to have to use a diff name and then remap all my existing code (however not impossible if my hand is forced)

That’s an interesting question... I think you found a bug, or at least something that was overlooked.
I know what I would try, and I see no obvious reason why it won’t work... I use the plugin method of doing multisite, so if I saw any 66kia.com URL coming in, I would not set my code to go to my "66kia" context (the most obvious method). Instead I would make a context called "sixtysixkia" or "site66kia", etc., and just direct any 66kia.com request to that. The thing is, you could currently name your context anything you want that makes sense, except no number at the beginning, apparently.
When they fix the bug, I suppose you could rename your context, although I haven’t tried that yet.
