Looks exactly like my configuration I have, but I’m on Revo 2.0.2-pl, so I’m not sure about any bugs in later versions.
The one thing I would suggest to you, and I don’t know if you have this, is to create a new rule with the same options, except change "core - resource/create" to "core - resource/update". So you are have two form customization rules, 1 moving "tv1" to the main tab when you Create and 1 when you Update the resource.
I do have both resource/create and resource/update action rules specified, though your suggestion made me realize that these rules are applied to resources. I was hoping to apply them to a document. I don’t see anything pertaining to documents in the ’Customizing the Manager’ section of the documentation. Any idea how to do so? I was able to rename tabs (using a ’Tab Title’ rule) within a document, I just can’t move a TV to a different tab in a document.

I think they found a bug in 2.0.3 or 2.0.4 related to that.
As Revolution is improving amazingly fast, I’d advise you to upgrade and see if the problem persists. (We’re already at 2.0.5pl, with probably well over 300 bug fixes / improvements. So yeah.)
I think the "dirty hack" to solve it was to make sure the move tv to tab rule was the first on the list, or something similar. Can’t seem to find the bug report atm.
