Default template with Form Customization

I add rule:

Action: resource/create
Name: template
Containing Panel: modx-panel-resource
Rule: Field Default Value
Value: 4
Constraint Field: id
Constraint: 5

When i create a child for resource id 5 the rule is work.

I add second rule:

Action: resource/create
Name: template
Containing Panel: modx-panel-resource
Rule: Field Default Value
Value: 7
Constraint Field: id
Constraint: 10

This rule does not work unless I disable the first.

How do I fix this?
I correctly wrote the rules?

MODx Revolution 2.0.4-pl2
MySQL version: 5.1.49
PHP version 5.3.2

I would like to acknowledge that I’m facing the same problems as mentioned by the topic starter.

Screenshots attatched. Only one of the attatched entries will work. When enabeling both, only one of the is being processed. When I’m creating a child in the manager, the first thing I see when the new page is loading, is the ID of the parent template. After a second I get the ID of the template I would like to use, and another second later I get the name of the parent template.

Am I doing something wrong here, or is this a bug (and should I report it?) I’m using MODx 2.0.4-pl2. I have upgraded some core components according to bug [#2819] "Fix bug in FC rules where parent constraint was not traversing up tree to inherit parents" (as seen on github: https://github.com/modxcms/revolution/commit/35c275418d333d754021c8e00ca94b3e70cdee42) I thought that upgade might fix the problem, but unfortunately it didn’t.
