Form Customization - Move TV to tab not working

I decided to try getting my feet wet with FC. I followed the "Move TV to Tab" example exactly as shown here:

Same Action, Name, Rule. Value is tv2 (I want to move the TV with ID# 2 to the Create/Edit tab. No constraints.

I’ve cleared cache, flushed sessions... and nothing seems to be working. Suggestions?

Figured it out. The example uses the action "core - resource/create". Presumably this works IF the default template (the template that is chosen by default for a new resource) is one that has access to the TV you are trying to move. But if you select a different template, the Move TV rule does not work.

In other words, if I want to set a rule to display TV2 on the first tab on resource/create, and when I create a new resource the selected-by-default template does not have access to TV2... so I switch to a template that DOES have access to TV2... I’d expect the rule to work, but it does not. TV2 is still displayed under the Template Variables tab.

Is this a bug?
