Fixed content area with arrow for show text

Hi! I’d like to have a fixed content area (with fixed height) and insert a long text....

for show text I’d like to have 2 arrows (on the right side):

up arrow
down arrow

for move content up and down

Can you tell me how can I do this?

Thanks
