How to manage "publish" feature

Hi! I’d like to create 2 kind of users:

1 - users that can’t publish content (but only create)
2 - users that can also publish content

is it possible?

I’ve tried, in "access controll" to create new "user group" and new "access policy"

I’ve deleted this row

"publish_document" (+ flush permission feature)

but user of this policy still can publish using flag

Clear the cache and flush sessions.

Done but I still show publish flag also I’ve delete "publish_document"

Is the user also a member of another user group where they have publish priveleges? That would explain why they can still publish.

Are you testing from another browser where you’re not logged in as the admin Super User?
