Issues intalling TinyMCE: Blank Licence Agreement + Readme + Console hangs

I am able to download TinyMCE however I am having problems installing it from the packages window.

I click Install:

The Package Installer window opens, however the License Agreement is blank. I can select "I Agree" and click Next -> .
The Readme window opens but is also blank. I can click Next -> .

The Setup Options window opens and I click Finish.

The console window opens with the following Output but hangs at this point.

Package found...now preparing to install.

The tinymce-4.0.1-rc2.transport.zip is in my the core/packages folder and clicking install does unzip the package.
php_curl is enabled.

I am running WAMP

Apache 2.2.11
PHP 5.2.9-1
MySQL 5.1.32

Firefox 3.6.8

OS Windows XP
Javascript is enabled
Cookies are enabled

I searched jira but did not find anything.

Any suggestions on how to debug this issue?

Do you have magic_quotes_gpc on by chance?

Seems similar to http://github.com/splittingred/TinyMCE/issues#issue/3 but in this case it doesn’t un-zip the package after downloading.

I tried to do a Manual Installation. First downloaded the transport.zip unzipped. then removed the package from package management. then uploaded both the transport.zip and the unzipped directory. then add new package --> Search locally for Packages, but still no License Agreement.

When clicking next (despite the errors)

magic_quotes_gpc off
