Will the REVO work with ~ 70000 documents with nested no more than 3-4 levels on a server with reasonable performance?Theoretically - yes (although i didn’t see one), but you might want to consider if this is really the best way to do this.
Is it right for ideology REVO create static documents (modStaticResource) for each image or video (so that users can comment on it) or is there another way?It’s a good way, but might not be the most effective (performance). You will get other features that you might not really need (permissions, friendly-url,etc..). a custom table (xpdo) could be better, but again - it’s all a question of system design, quantity and performance.
