Access Redirect Question

I have a member page that is tied to a resource of member. The error page "error on restricted access" has no permission on it. I also have a resource group called Member that is tied to specific users.

When I try to access the member page, I get my "page not found" error page not the "not authorized page" In system settings I have the "error_page" set to the "page not found" page and the "unauthorized_page" set to my "not authorized page".

Currently when I try to access the member page that has an access of "member associated with it, it goes to my page not found page, not the "not authorized page". If I take the member access permission off the page, the member page displays correctly.

Am I missing something on setting permissions?

Edit the web context, the Access Permissions tab, and verify that you have a "Load Only" policy attached to the ’web’ context with an Authority of 9999.
