No such issue in Jira.
When I try to insert a link and perform a pagetitle search (in Russian), search results are shown in wrong encoding - see attached screenshot

Actally I think it’s MODx specific because of resource search - I had similar problem at 0.9.1 but in new infrastructure of Revolution I don’t know where to dig.
