When I compare the permissions for the default administrator on my local WAMP and remote Apache there are differences. I’m sure I haven’t edited either. Is it possible to restore permissions to the full set?

There’s really no way for that to happen that I know of (unless the two are different revs of MODx). If you transferred the database from the local install to the remote, they would have to be the same.
That said, you can add the permissions manually to make them match.
I did a fresh install and permissions are now working so I don’t know if I’ll get to the bottom of what was causing the problems.
Personally I’d prefer the permissions to be a list of tick boxes because when you untick an item it’s easy to go back and tick it later if you want to re-instate. With the current method you’ve got to know what the ’name’ is and I still can’t figure out how to enter the description "The ability to view Element Tree on the left nav." but get "perm.element_tree_desc" into mysql.

I miss the checkboxes too, but they would involve some overhead since MODx would need to store both the permission and its state even for permissions you weren’t using.
If you always duplicate a policy and edit the duplicate, you’ll always have the original to refer to.
