OK. So I wiped the entire installation, reinstalled everything... from XAMPP on up to TinyMCE. Still no dice.
I checked to see that sockets were enabled, and they were, but I still get bunches o’ blank directories when checking out the rest.modxcms.com package repository.
I am at a whale of a loss here and am beggin’ for some help.

Note, it says successful installation, and shows as installed in the Package Manager - but has several errors in the log below (I cut out the restatement of the licences (which was in there THREE times)and some TinyMCE stuff at the end in an effort to get it under the posting-character-limit):
