Setting different TinyMCE options for different users

I went looking for how to remove ’h1’ from the list of blockformats in TinyMCE... finally found it was by modifying the default properties of the plugin.

This got me wondering whether it might be possible to create different property sets that would set different views/options for TinyMCE... and assign them to different types of users.

Could this be done? It looks like plugins hook in to system events, with a particular ’property set’ value and a priority number. I can’t see a way to change which property set is used based on the user or access policy.

Also, some things (like the buttons) are controlled at the System Settings level, while other things ( like the blockformats) are controlled in the plugin properties. Is that a problem?

This question is half about the specifics, and half about wanting to learn more about property sets, plugins, etc.
