I’m wondering about the situation where you have a resource group containing resources from several different contexts.
It appears that in the Resource Group Access ACL entry, you can leave the context blank and the rule will apply in all contexts. Is that intended?
Any other considerations in this situation?

It’s a bug; you have to specify a context.
