Manager area question

Hi! I’ve 2 questions about "manager" area:

- where Can I find a file for translate manager area in another language??

- is possible to create a "light manager area" for specified user that can only insert content in the page/structure crated??

Translations are not yet available, as the product is still in beta and lexicons are due to change. Post RC1 we’ll start to see translations come in.

About translation I don’t want a ready file .... I would to know where are stored language information for admin area.... for try to translate the text!
