A while back, someone sent me a French language lexicon file for SPForm.
Unfortunately, I can’t find it.
I’m hoping that the person who sent it to me (or someone who knows him or has a copy of the file) will see this and can send me another copy.

Did you ever get that file? I'm slowly translating (poorly) some of the more obvious phrases — just enough for proof-of-concept to a French client.
... and another question related to French & SPForm: In French, there is usually a space before the colon. So, "Your name:" would be "Votre nom :". I've tried adding a non-breaking space ( ) to the lexicon entry, but that doesn't do it. Is there another way?

No, I'm afraid I never did.
Adding the non-breaking space should definitely work. Try deleting the files in the core/cache directory to make sure old version isn't cached. You may also have to clear the browser cache.
