If I properly secure a container to a given Resource Group and confirm that only users of the Group can access that container. Then am I doing something wrong in my setup that resources that are then added to that container are not secured? Must I individually secure each resource even if it is under a secure container?

At the moment, yes, you must secure any child Resources explicitly. A plugin can be used to automatically add a Resource to Resource Groups based on the parent Resource’s Resource Groups when you create a new one.
