Can someone plz check permission of php files in core/cache in your Revo setup

Can someone plz check the permission of the php files inside the core/cache/
All the files in my setup have permission 644 rw-r--r--
and Owner: apache

1. Is 644 rw-r--r-- the right permission?
2. Should the owner be apache?

Thats what I have (644 and server owner, in my case www-data)
