server_offset_time not working?

I am having difficulty getting server_offset_time to work in Revolution 2.0.8. I have plenty of Evolution experience, but this is my first revolution install. Can someone offer some advice?

I have attempted this several ways.. I’ve set the value as a whole number (3) and with a plus sign (+3). I’ve cleared my cache, flushed sessions, cleared the browser cache.. basically every permutation I can think of. No matter what I attempt, everywhere on my site and the dates as they appear in the manager still report LA time (were my server lives) instead of east coast time, which i need!

Has anyone else had this problem? am i doing it wrong, or is this a bug? If so, is there a work around? perhaps a value i can hard code in a config file or mysql?

Any input would be much appreciated!
